Pathway to Potential Neighbourhood Program

The Pathway to Potential (P2P) Neighbourhoods Program is a community-driven initiative supported by the City of Windsor and the County of Essex and on initiative of a broader P2P Poverty Reduction Strategy, focused on improving quality of life in economically challenged areas across the Windsor-Essex region.

Between 2025 and 2028, the program will concentrate its efforts on five priority neighbourhoods:

  • Downtown Windsor East
  • Downtown Windsor West
  • West Windsor
  • North Amherstburg
  • North Leamington

These neighbourhoods were chosen based on factors like income levels, population density, and overall quality of life, highlighting the need for a focused, neighbourhood-level approach to address their specific needs.

Taking Action

United Way Windsor Essex Chatham Kent has been selected as the Neighbourhood Lead for three of the priority neighbourhoods: Downtown Windsor East, West Windsor and North Leamington and partnerships have been established with South Essex Community Council, Windsor Essex County Community Housing Corporation and the Downtown Windsor Community Collaboration.

This funding will allow us to deepen the impact of our current Cradle to Career strategy in these areas as the backbone organization for the collective impact partnership ProsperUs while implementing the ‘Connected Communities Approach’.  This approach focuses on residents leading projects and working together with local organizations, businesses, and government to improve the quality of life in their neighbourhood.

Community engagement is a cornerstone of the program. The United Way team will work directly with residents and local groups to organize activities, encourage involvement, and strengthen partnerships in each neighbourhood.

Goals and Approach

The main goals of the program are to:

  • Activate Resources: Bring together local resources and services to support neighbourhoods
  • Empower Residents: Inspire people to take an active role in building their community
  • Generate Social Capital: Build stronger connections and relationships within the neighbourhood

What’s Happening This Year?

Over Summer and Fall 2025, the United Way Neighbourhood Team has some exciting plans:

  • Establish a staff team of Community Connectors
  • Form a Neighbourhood Advisory Committees
  • Develop Neighbourhood Action Plans
  • Secure a location in each neighbourhood
