POSITION SUMMARY
The Program Evaluation and Data Specialist plays a central role in supporting the evaluation and continuous improvement of community programs and initiatives. The focus of this position is on program evaluation planning, data collection and analysis, and translating findings into actionable insights through accessible summaries and visualizations. The Specialist will also support internal data processes, including pulling relevant data from the warehouse to support analysis and evaluation.
The role requires strong skills in program evaluation, collaboration, and communication, alongside experience working with data tools. The Specialist will work closely with program teams and community partners to strengthen learning, inform decision-making, and build a culture of data-informed action.
The Specialist will work collaboratively with internal teams and external partners to support United Way’s mission of improving population-level outcomes for children and families across Windsor-Essex and Chatham-Kent through a cradle-to-career framework.
FUNCTIONS
- 35%: Support program evaluation planning, implementation, and analysis
- 25%: Conduct and support data collection efforts with internal teams and partners
- 20%: Analyze and report on program and community-level outcomes
- 10%: Develop reports and dashboards using data visualization tools
- 10%: Support data quality, internal learning, and capacity building

DUTIES
You are someone who thrives in using their knowledge and skillset to do the following –
- Design and implement program evaluations, including logic models, data collection plans, and evaluation tools.
- Collaborate with internal teams and partners to support meaningful, culturally responsive data collection.
- Analyze both qualitative and quantitative data to assess outcomes and identify trends.
- Produce accessible reports and summaries that communicate key evaluation findings and implications.
- Create dashboards and visualizations in Power BI to support learning and reporting needs.
- Support internal learning by sharing evaluation findings with program teams to inform improvements.
- Pull data from the organization’s data warehouse as needed to support program evaluation and reporting.
- Provide guidance and training to internal staff on data collection methods and use of evaluation tools.
- Maintain documentation of evaluation processes, tools, and data collection protocols.
- Support outcome measurement, grant reporting, and impact storytelling.
TECHNICAL SKILLS
- Familiarity with Microsoft Excel and Microsoft SQL Server (e.g., data warehouse queries).
- Experience with Microsoft Power BI for dashboards and reporting.
- Strong skills in survey tools, data visualization, and evaluation design.
- Ability to summarize and present complex data in user-friendly formats.
- Understanding of data governance and privacy best practices.
EDUCATION & EXPERIENCE
- Post-secondary degree in Evaluation, Social Sciences, Public Policy, Data Analytics, or a related field.
- Minimum 2 years of experience in program evaluation and data analysis.
- Familiarity with community-based work, equity-focused evaluation, and applied research methods is an asset.

Working Environment & Benefits
- Work Model: This position follows a hybrid work model, with regular in-person attendance required. Occasional evening and weekend hours may be necessary based on operational needs.
- Travel Requirements: Candidates must have a valid driver’s license and reliable access to transportation to attend work at designated locations. Mileage expenses will be reimbursed in accordance with the UWWECK travel policy.
- Background Check: A police clearance, including a vulnerable sector check, is mandatory for successful candidates. This process will be conducted in compliance with all relevant privacy laws to ensure the confidentiality and protection of personal information.
