Measuring Our Momentum: How Cradle to Career Is Changing Futures Across Windsor-Essex

Cradle to Career – Measuring Our Momentum

What does it really take to break the cycle of poverty?

Not a single program. Not a one-time investment. And not by working alone.

It takes an entire community moving together, guided by data, lived experience, and a shared belief that where a child grows up should never determine how far they can go.

That belief is at the heart of Cradle to Career: Measuring Our Momentum, United Way’s latest report on how a coordinated, equity-driven approach is creating real change for children, youth, and families in Windsor-Essex. And the momentum is real.

Why Cradle to Career Began

In 2016, new census data revealed a troubling reality: Childhood poverty in our region was higher than provincial and national averages and dramatically uneven across neighbourhoods. In some communities, 1 in 3 children were growing up in low-income households.

Those numbers made one thing clear: addressing poverty meant doing things differently. Equity had to be at the centre. And solutions had to be built with communities, not just for them.

That’s when United Way and more than 30 local partners came together to launch ProsperUs, a community-driven strategy supporting children and youth from early childhood through their first job. This is the Cradle to Career strategy.

Data That Drives Fairness

To ensure support reaches the children who need it most, United Way created the Neighbourhood Opportunity Index (NOI) a local data tool that highlights where barriers are greatest.

Instead of spreading resources evenly, Cradle to Career focuses deeply on priority neighbourhoods:

  • Downtown Windsor
  • West Windsor
  • Leamington

Because fairness isn’t about equal distribution, it’s about meeting people where they are.

What Progress Looks Like

Cradle to Career supports children and youth through key milestones that shape long-term success from kindergarten readiness to meaningful employment. And across every stage, the results are powerful.

Just a snapshot of what’s happening:

  • Children are entering school more confident and ready to learn
  • Students are making significant gains in literacy and math, especially when given one-to-one support
  • 98% of On Track to Success students graduated high school, outperforming the provincial average
  • Post-secondary students are staying enrolled, finding mentors, and building real-world job experience
  • Families are accessing food, books, and school supplies, essentials that too often stand in the way of learning

Behind every number is a child, a caregiver, a success coach and a community refusing to accept the status quo.

Stories That Bring the Work to Life

Data shows us what is working. Stories show us why it matters.

In the report, you’ll meet:

  • Daniella, a future surgeon supported through On Track to Success and Ujima
  • Ashley, whose journey from Grade 9 to post-secondary graduation was shaped by years of consistent support
  • Alex, a Success Coach who shows what it means to truly walk alongside a young person

Their experiences remind us that long-term change happens when support doesn’t disappear after one milestone is reached.

More Than Programs: A Connected System of Support

Cradle to Career is about more than education alone. The report also highlights cross-milestone solutions that strengthen the foundation for success, including:

  • Summer Eats for Kids, addressing food insecurity when school meal programs pause
  • School lunch programs that served 45,000+ nutritious meals
  • Community Action Networks, where residents lead advocacy on healthcare, housing, and school food
  • Neighbourhood Programs, connecting families to services and building belonging at the local level

Together, these efforts recognize a simple truth: children can’t thrive academically if their basic needs aren’t met.

Looking Ahead

The momentum is growing but the work is far from finished. The next chapter includes expanding early childhood supports, scaling Ignite Academy, reaching more youth through On Track to Success, and strengthening school food programs across the region. Because when supports are layered, sustained, and aligned over time, they don’t just change outcomes they change trajectories.
